or, in cases approved by the authorities, a letter of

guarantee in a prescribed form, backed, when the author-

ities consider necessary, by approved sureties. The

security or letter of guarantee will be returned upon

the production by the shippers or consignees within

ninety days of the date of export of a certificate by

the Japanese Consul at the port of landing (or, in the

absence of such an officer, by an authority designated

by the Customs) of due landing of the coal. Failure to

produce this certificate within the prescribed period

renders the security liable to forfeiture.

It would appear that this notification is the con-

sequence of the supply in the South Seas, and especial-

ly at Manila, of Japanese coal to German vessels by

which the coal in question is transferred to German war-

ships either at sea or out-of-the-way localities among

the islands. I have taken every opportunity of question

-Ing the masters of vessels calling at this port from

Manila on the subject, and one and all have confirmed

the fact. The Manila firm of Madrigal and Company, ac-
